In 1993, the Ministry of Finance, Government of India, established the National Institute of Financial Management as a registered society.

To begin, it was tasked to teach officials selected through the Civil Services Examination by the Union Public Service Commission (UPSC) and assigned to various services responsible for managing senior and top management positions dealing with accounting and finance in the Government of India.
